For me, it was like busting drug dealers and other criminal organization rather than "War on Terror" thingy. You know, they way that drug lords and other criminal king do, they stay in one place for long periods of time to manage their business. At best, they only switching safe houses to evade authority. Not to mention that Afghanistan also produce cocaine. And there's certain indication that whoever holds Afghanistan cocaine field, they have the money necessary to buy weapons... or to buy alliance with any country. In this case, Osama had those fields. He bought the warlords there, he bought intelligence report, he bought smart people ready to die for false cause, he bought everything he need to make his plan go smoothly. In short, he had almost everything in his hand to make conspiracy goes wild. One thing he can't buy yet, US supremacy.
